Market Report V3
01 · The national vision

In under a decade, the Kingdom built a cyber market by regulation and made it compulsory.

Vision 2030 treats cybersecurity as national infrastructure. The NCA, founded in 2017, writes the controls, sets the standards and funds the talent. Demand is mandated, not discretionary, and it survives the budget cycles that end ordinary IT projects.

Digital sovereignty

Detection, data and response stay in the Kingdom. In-Kingdom SOCs and NDMO data residency are the national objective, not a feature.

Saudi talent

ECC-2:2024 control 1-2-2 requires qualified, full-time Saudi professionals in every cybersecurity role. Every analyst seat is a national high-skill job.

Mandated demand

ECC, OTCC, CCC, NCNICC, the SAMA framework and the PDPL each bind a named population by a named date. Compliance is audited, every year.

Local capability

CyberIC and the National Cybersecurity Academy localise technology and skills. Operators who make the state's objectives their plan grow with it.

02 · The rules that shape the market

Six instruments bind the Kingdom's institutions. Each one is a service line.

An operator in Saudi Arabia is governed by a stack, not a single framework. We map every service we sell to the instrument it evidences, so a client buys proof for the assessment that recurs.

Sources: NCA framework texts; SAMA; SDAIA. Status as re-checked October 2026. Every regulatory position is indicative and subject to counsel confirmation.

03 · How we operate

One operator, accountable for the whole loop. And the loop compounds.

Six stages, one colour each, run 24/7 from an in-Kingdom operations centre. Select a stage.

1 → 28
The compounding part. Every incident handled improves the detection content serving every other environment. A rule written for one Saudi bank protects the next twenty-seven the following week. No global vendor can replicate it, because none holds the in-Kingdom telemetry.
04 · Services

Six service lines, each mapped to the framework it evidences.

Managed detection is the core. Four attached lines open the door to regulated accounts. Choose your sector to see which lines matter most to you.

74.4% recurring. Compliance-linked contracts do not churn easily.

The buyer purchases evidence for an assessment that recurs, so cancelling does not save money; it creates a finding.

07 · Maturity levels & assessment

Know your level. See your gaps. Close them with evidence.

SAMA's framework measures cybersecurity maturity on six levels, and Level 3 is the minimum for every regulated institution. Select a level to see what it means and how we help, then try the quick self-check.

08 · Why Cyber HAYKALAH

A screen that sees out, never in.

The roshan, the lattice window of Jeddah's Al-Balad, let a household watch the street without being watched, let in light and air, and kept out what did not belong. That is the job of a security operations centre. HAYKALAH means structure; we design defence as architecture.

The roshan
The SOC
Our promise
Sees the street without being seen
Full visibility of the estate; nothing exposed
See everything. Reveal nothing.
Lets in light and air, filters dust
Lets legitimate traffic through, filters threats
Let the light in. Keep the threat out.
A structure that protects a household
A structure that protects an institution
Structured to defend.

Structured

Defence as architecture: layered, documented, repeatable.

Vigilant

24/7, every asset, every log that matters.

Discreet

Client data stays protected, private and in the Kingdom.

Accountable

A named analyst, a measured time, an evidence pack.

04:12 · Contained in 4 minutes 12 seconds. Root cause: exposed service account.
INC-0417 · Your named analyst is on it. Next update 04:30.
ECC-2 · 67 of 108 controls evidenced this month. 3 gaps, owners assigned.

Operating promises are illustrative and apply once the service is live (brand governance CP-6).

09 · Roadmap

Five proof gates. Each stage is released against evidence, not cash.

Nothing in the next stage starts until the gate before it is evidenced, and every gate has a stated kill criterion.
